We wish to express our appreciation to the Ford Foundation's Energy Policy Project and to the Project's Director, S. David Freeman, for inviting us to undertake the study and for the financial support provided for our research. We are also grateful to the International Research and Technology Corporation (IR&T) for additional support and administrative services.

The initial draft of our study was reviewed by a group chosen by the Energy Policy Project to reflect a wide variety of points of view about energy policy. The group included: Donald G. Allen, Manson Benedict, William O. Doub, David R. Inglis, G. Robert Keepin, Frank J. Thomas, Charles N. Van Doren, James E. Sohngen, and Herbert F. York. In addition, the draft was reviewed by the U.S. Atomic Energy Commission and determined to contain no classified information. We wish to thank those who participated in this review process for their many comments and criticisms, which were very helpful to us in undertaking additional research in certain areas and in making substantial revisions of our work prior to its publication.

We are especially grateful to two members of the Energy Policy Project staff. Robert H. Williams, the project officer for our study, gave us many helpful ideas and continuing encouragement throughout our work. Katherine B. Gillman, the staff writer, patiently helped us to say what we wanted to say in a way that could be understood by general readers.
