Although many of these institutions have had considerable success with small, project-oriented grants from the federal government, specifically the National Endowment for the Arts (nea), they have had far fewer awards for general operating support, institutional advancement, endowments, or capital projects. One reason may be that the federal application process tends to be complex, discouraging all but a few from applying. Only thirteen (less than half of the surveyed group) applied for support from the Institute of Museum Services (ims) and five (39 percent) of these were awarded operating funds. Just one of the five, the Mexican Museum, is a Hispanic institution. The Studio Museum in Harlem is the only institution in the groups surveyed that has been consistently successful in attracting federal grants, having received Challenge Grants from both the nea and the National Endowment for the Humanities (neh), an Advancement Grant, and ims operating grants.
