Report of the Study for the Ford Foundation on Policy and Program
In this seminal 1949 study, also known as the Gaither Report, recommendations are made to the Ford Foundation on how it can most effectively put its resources to work for human welfare. The report defines the meaning of the term "human welfare," examines ways in which it is thwarted and threatened and proposes programs for addressing such problems. The acceptance of these recommendations by the Board of Trustees signaled the transformation of the Foundation from a local philanthropy to one of national and international scope.
