Identifying Promising Opportunities
The foundation's grant making in China is directed by our office in Beijing. An international staff seeks out promising opportunities, carefully evaluates grant applications and, with prospective grantees, develops projects and recommends grants for funding. The office opened in 1988 and initially concentrated its activities in three areas: economics, law and international relations.

Adapting to Evolving Needs
New areas of work have been developed in response to China's evolving needs and changing priorities. Programs in Environment and Development and in Reproductive Health were added in 1989-90 to address the chronic poverty affecting remote, underdeveloped areas and to promote an integrated approach to reproductive health issues. In 2001, we began work on Educational Reform and Cultural Diversity.

Understanding Economic Reform
After more than 25 years of economic reform, the complexities and the long-term nature of the reform process in China are better understood. Chinese researchers and government officials have increasingly come to appreciate the challenging social transformations that accompany economic reform. At the same time, there is increasing recognition of the need to mobilize the creative potential of all of China's citizens, including those engaged in emerging nongovernmental organizations, in meeting the challenges facing the country.

Today our grants encourage cooperation across all sectors of society—from community organizations to universities, think tanks and government agencies—to bring diverse perspectives to bear on a single set of problems. In 2008, our grant making in China totaled more than $21 million.
